Even as they tell the Congress what peaceful people they
are, federal bureaucrats are creating a new, national "lethal
confrontation" group.
Despite mounting evidence that violent federal meddling in local conflicts tends to end in senseless slaughter and national outrage, FBI Director Louis Freeh is quietly setting up a heavily armed new division for his bureau which will take command wherever a "lethal confrontation" occurs in the United States, The SPOTLIGHT has learned.
The unit, officially known as the Critical Incident Response Group (CIRG) is designed to eliminate "interference" by state authorities, county sheriffs, city police or elected constables in any emergency including hostages, explosives, "barricade situations" or other cases of militant citizen resistance.
*senior Agent Robin Montgomery, with more than two decades of FBI service, has been appointed head of the new task force, Justice Department sources say.
"Montgomery is no admire of the `posse comitatus' doctrine" explained Otho Reed, a recently retired Justice Department security coordinator. "His belief is that wherever a standoff or a siege threatens, the Washington bureaucracy must be in undisputed charge."
To implement Montgomery's strategy, all FBI crisis units have now been unified under his command in the so called CIRG structure. The group's order of battle comprises two main subdivisions known as SIS and TS, congressional sources who received a recent closed door briefing from Freeh have told The SPOTLIGHT.
The SIS force (the acronym stands for Special Investigations Section) includes, among others, a brand new Aviation and Special Operations Unit, an Undercover Safeguard Unit and an Investigative Support (Intelligence) Unit, these sources related.
The TS (Tactical Section) branch is made up of 10 so called "superswat teams, reportedly comprising 30 agents each, a SWAT training unit based at Quantico, Virginia, a Hostage Rescue Team and a little-Known new task force designated the Special Detail Unit.
More than 700 agents are reportedly being assigned to Montgomery's
command although it exact strength is classified. What is known
is that the new federal strike force will be equipped with "the
latest and the best" the electronic technology of repression
can offer, congressional sources say. At the same time, the federal
government is planning futuristic "people tracking."

There's a problem with the emotional testimony linking David Koresh to child molestation: It may not be true.
Republicans heading the Waco hearings in Washington, and the U.S. Establishment media, have let a young girl pull the wool over their eyes as she tugged at America's heart strings.
The problem is, she may have been lying, according to a leading British newspaper.
When 14-year-old Kiri Jewell told the congressional panel investigating Waco she had been sexually abused by David Koresh when she was 10, there wasn't a dry eye in the house-nor a murmur of protest from the Republican members.
But Washington-based British reporter Ambrose Evans-Pritchard wasn't satisfied he had heard the whole story. He made a few telephone calls and discovered Jewell was not in Texas at the time the alleged abuse took place.
"A few telephone calls would have told Republicans that Kiri had not been a resident in the compound-despite press reports to the contrary," Pritchard wrote in the London Telegraph. "She was living with her mother and grandmother in California for most of the years in question.
"Her father, David Jewell, has been promoting her allegations on the TV talk show circuit," he added. "He is a man of questionable character."
REPEAT
This is not the first time the Establishment has used a pretty, young abused face to further its propaganda aims.
On October 10, 1990, Nayirah, a 15-year-old Kuwaiti, tearfully told Congress how Iraqi soldiers stormed a hospital in Kuwait, pulling babies from incubators and leaving the infants to die as the machines were shipped to Iraq on Saddam Hussein's orders.
The dramatic testimony drew international coverage and swung America into its war mode.
It was more than a year before Americans realized they had been used. The girl turned out to be the daughter of the Kuwaiti ambassador, Saud Nasir al-Sabah, a member of the ruling family (SPOTLIGHT, Jan. 27, 1992).
The testimony was staged by Hill and Knowlton, one of the top public relations firms in Washington. The firm's vice president, Gary Hymel, prepared the witness list for the Congressional Human Rights Caucus.
Hymel later told and author he knew who "Nayirah" actually was when he presented her to America.
OTHER TESTIMONY
According to attorneys for leaders of the Branch Davidians, David Koresh and the other church members were prepared to surrender within about two weeks of the Waco holocaust.
Attorney "Dick DeGuerin and Koresh were going to exit first-to show everybody that they weren't going to be executed the minute they stepped out the door," said Jack Zimmermann, attorney for Davidian Steve Schneider.
The lawyers told the congressional panel the FBI had agreed to the surrender. Adult Davidians would walk through a metal detector, then have plastic wrist restraints placed on them. Both the government and Establishment media were going to tape the arrests.
"We had a deal," Zimmermann said. "We told FBI negotiators on the 14th, The Davidians were coming out. We told them it would take another 10 or 12 days. We asked them `Do you have that much time?'"
"They said, `We have al the time in the world to resolve this peacefully,'" he added.
When Rep. Howard Coble (R-N.C.) asked what frustrated the plan, Zimmermann blamed "some desk-bound bureaucrat in Washington."
The Justice Department denies a deal was cut. A spokesman
said the FBI and Davidians' attorneys discussed various plans,
but the FBI felt Koresh could not be trusted.

The Clinton administration has launched secret tests of a "break-through" electronic surveillance system that will track citizens around the clock
The system will use a subminiature microchip permanently concealed in the human body, The SPOTLIGHT has learned from high-level security industry sources.
Designed to be implanted at birth with an infant's first compulsory immunization shots, the sophisticated "smart chip" technology will serve as an all-purpose national identification system, replacing all driver's licenses, building passes, credit cards and other means now used to monitor individuals, these sources said.
"The technology is ready; ID chips have been implanted in feed lot animals for years," confirmed Joel Konicek, president of Northern Computers, a security industry leader. "Now the FDA (Food and Drug Administration) is testing it on humans. Eventually, all identification will be based on some such device."
Despite suggestions that, unlike feed lot animals, American citizens may resist being electronically branded at birth, expert observers of the new security technology predicted it would be "generally accepted" in the end.
"Convenience will be one of the big selling features of this Big Brother approach," says Konicek, whose company is a leader in employee identification systems. Implants will be recognized as "the ultimate access control concept," doing away with the wallet- full of plastic cards just about everyone must carry nowadays, he added.
Implants are loss proof, unobtrusive and inexpensive to the point where they will eventually save the national treasury "tens of billions of dollars every year," argues Richard Clement, a veteran federal security administrator.
Moreover, ID implants may become "a mark of distinction," forecasts a Defense Department security analyst, who asked for anonymity in exchange for his comments.
"I have heard that both the U.S. Air Force and Army are already running hush-hush experiments with body chips, popping them surgically into staff personnel entrusted with special, very high security missions, such as the safekeeping of nuclear warheads." he said.
And even without such subcutaneous tags, "the old days of free and private movements for all Americans are waning fast," said Clement. "The security technology of the near future will involve ever present, tiny closed circuit TV cameras watching every public area.
"Sophisticated imaging devices will tell security checkpoints not just who you are, but what you may be carrying in your pockets," he added. "ID cards with microchips will flash not just your enlarged photo but your entire life history and police record on the computer screens of gatekeepers, without being taken from your wallet; and innumerable electronic innovations that will make the concept of privacy as extinct as the dodo."
But even security technocrats admit universal ID chip implants
forecast "a true life version of George Orwell's 1984,"
as Northern Computers' Konicek put it. With recent breakthroughs
in microminiature electronics, "technology can take us almost
anywhere now, but hopefully we can determine when to stop,"
he added.

to render their sovereignty to the United Nations.

Among members of the commission are former World Bank President Barber Conable, Sadako Ogata of Japan and Brian Urquhart of Britain all of whom have ties to the Trilateral Commission and the Bilderberg group.
The commission called for:
* Establishment of an "Economic Security Council" at the United Nations to establish world monetary policy.
* "Compulsory jurisdiction" of the International Court of Justice and establishing a new International Criminal Court.
* "Security Council enforcement of World Court decisions should be pursued" under the UN charter, the commission said.
* A "global neighborhood rather than a world of separate states"
The "development of global governance is part of the
evolution of human efforts to organize life on the planet,"
the report said.

Globalists are "networking" in New England while the U.S. Establishment media sleeps.
Quietly and without national news media attention, a worldwide conference of left-leaning globalists is meeting July 31 to August 5 at a little-known college in rural northern Vermont.
The meeting is viewed by many as a precursor to a New World Order forum on the "first global civilization" to be hosted by former Soviet President Mikhail Gorbachev in San Francisco from September 27 to October 1.
The Vermont gathering, which will be held at Norwich University in Northfield, Vermont, a short distance south of the capital of Montpelier, is billed as the Fifth World Congress of the International Educators for Peace.
Some "700 educators and activists from around the globe" are expected to attend the meeting, according to Toward Freedom, a leftist publication based in Burlington, Vermont.
FROM FAR LEFT
Toward freedom describes itself as having a "progressive perspective of world events," and includes among its board of directors and advisers such leaders of the American far left as David Dellinger, a convicted felon and long-time communist "peace activist," who co-chairs the publication's board of directors; Allen Ginsberg, attorney William Kunsler and other fellow travelers, some of whom are known for their aid and comfort to North Vietnam during the Vietnam War era.
The publication reports the congress will include "an intensive week of presentations, workshops, cultural events and networking."
Course credits will be available for students attending the congress through the University of Vermont at Burlington,the University of Massachusetts at Amherst and Norwich University.
"The International Educators for Peace which initiated the international congresses is an association of activist-educators committed to world law, justice and peace," says Toward Freedom.
"In this context, `educator' is broadly defined, referring to any person working nonviolently to advance knowledge and actions toward these goals."
The World congress was initially conceived by a group of
Danish educators who formed the International Educators for Peace
in 1984. The first World Congress was held in Copenhagen,
Denmark, in 1986.
EDUCATES SOLDIERS
Norwich University, founded in 1819, is America's oldest private military college. It has a student body of 2,620 and a faculty of 183.
One of the topics being covered, for which course credits will be available, is "Educating Soldiers for the 21st Century."
Many residents of the Northfield area, including some connected with Norwich University, are not familiar with the Fifth World Congress of the fact it is being held at Norwich.
According to World Citizen News, another far left publication, also published in Burlington, the congress will cover the "rise and fall of the nation state," the New World Order, democracy and globalism, planetary problems, "alternative futures" and the "spirit of change."
At the Gorbachev-hosted conference to follow in San Francisco in late September, former President George Bush will be one of the co-chairmen of the event.
Others will include Ted Turner, U.S. cable television mogul, globalist and husband of Vietnam War-era traitor and actress Jane Fonda; George Schultz, secretary of state during the Reagan administration; Askar Akaev, president of the Soviet break-away republic of Kyrgyzstan and a longtime Gorbachev ally: Tansu Ciller, prime minister of Tansu Ciller, prime minister of Turkey; Vaclav Havel, prime minister of the Czech Republic; Rudd Libbers, former prime minister of the Netherlands; Rigoverta Menchu of Guatemala, like Gorbachev a recipient of the Nobel Peace Prize; Yasuhiro Nadasone, former prime minister of Japan; Julius Nyerere, former president of Tanzania, and Desmond Tutu Anglican archbishop of South Africa.
GORE TO ATTEND
Among invited guests will be Vice President Al Gore.
About 8,000 business ad government leaders from 75 countries have been invited to attend as paying participants at a cost of $8,000 each, which, if they all attend, will bring the tax-exempt Gorbachev Foundation USA, located in the historic U.S. Army complex, the Presdio, in San Francisco, some $40 million.
The dictatorial nature of the "global civilization," as envisioned by Gorbachev and others supporting the New World Order, becomes clear in literature provide by the Gorbachev Foundation USA, which states that in "new ways...our political leaders are challenged to provide the framework for stability and regulated human interactions; our moral leaders to give expression to the eternal values which have always guided humanity; the business community to assume responsibility for the investment and management necessary for prosperity; scientists to continue technological development to serve human needs; artists to give metaphorical expression to our dreams and our tragedies; our youth to demand that the future be better than the past; and intellectuals to offer penetrating insight concerning humanity's progress toward shared goals. Only the creative interaction of these groups, rather than the supremacy of one group over others, will allow the answers we all seek to emerge and guide us as we shape the next phase of human development."
Gorbachev, as the last president of the Soviet Union, has
never renounced his Marxist ideology.
