Criminals are not going to purchase a gun through the NICS process. It's the law-abiding American gunowner who gets cheated again, all in the name of preventing crime.
The Clinton administration has hoodwinked American gunowners with the new National Instant Check System (NICS) that became law Nov. 30. It is being administered by the FBI to anyone purchasing a firearm through a dealer.
Under the new system, a federally licensed firearms dealer must run a check on a prospective gun owner before any type of firearm - handgun, rifle or pistol - can be sold.
The NICS check is made through an FBI data bank, which determines within minutes whether the purchaser is a citizen, has a criminal record, a record of mental institutionalization or if there is any other reason that would prevent the person from legally purchasing a gun. The information provided by the dealer, as obtained brom the address, date of birth, etc., which allows a background check to be made on the individual.
However, gunowners are also being asked what type of firearm is being purchased.
WHY?
The burning question here is: Why does the FBI need this information to determine eligibility? If a person is determined to be legally qualified to purchase a gun, he is qualified to purchase - individual state laws allowing - a handgun, a rifle or a shotgun.
A spokesman at the NRA told The SPOTLIGHT it was not aware of why this information is necessary to make an instant check on an individual. FBI regulations allow, contrary to existing law, the bureau to keep the information obtained in its data bank for a period of time - up to 18 months, at least.
Federal law requires that no such information be kept on file by the federal government and that it must immediately be destroyed. The Feds are unabashed violating the law here. Under this system, the FBI knows why the buyer is purchasing a gun. If it is a handgun, then the FBI knows that the person is probably buying the gun for defensive purposes.
The FBI also knows that such a person may also be planning to carry the weapon, perhaps concealed.
In many states, permits to carry concealed handguns are not granted. Therefore, police in that particular state will know immediately who has a handgun and just might be carrying it in violation of state law.
In addition, if gun-grabbers on the state or federal level ever accomplish their oft-stated goal of banning handguns, they will know immediately who has them.*
At least one mainstream media writer is waking up to the fact that the power elite manipulate the stock market.
Under the direction of Fed Chairman Alan Greenspan and Treasury Secretary Rubert Rubin, a multibillion dollar "slush fund" is used to manipulate the stock market. That international exclusive appeared in this populist newspaper earlier this year.
Now comes New York Post columnist John Crudele who points out that The Wall Street Journal has actually let the manipulation cat out of the bag. But apparently the Journal doesn't know what it has done. Says Crudele:
"The Federal Reserve is just dying to admit that it has been doing brilliant - but alas, questionable - things to keep the stock market bubble inflated. A Wall Street Journal article on Nov. 16 is the closest the Fed has ever come to making this admission, although the newspaper apparently didn't know what it was on to."
The Post columnist referred to a Journal story about the bailout of the "hedge fund,' Long Term capital Management, and "how the Fed stepped in to save the day."
Typical of Journal stories, the fealy interesting material is buried deep down where people have already lost interest Crudele says the story "gets interesting in the seventh paragraph."
WHO DOES WHAT?
A man by the name of Peter Fisher, the No. 2 man at the New York Fed, runs the Fed's trading operation, explains Crudele. It seems that Fisher is the Fed's eyes and ears on the inner working of stock, bond and currency markets and is given "a wide degree of latitude about deciding when certain events post broader risks," the Journal article says.
As explained by Crudele, Fisher begins work at 5 am by checking the status of overseas markets and ends at 11 pm the same way. "In between...Fisher SWAPS [emphasis Post] intelligence and rumors with traders and dealers from his office in the Fed's 10th floor executive suite that overlooks the trading floor he runs..."
Say Crudele:
"As I pointed out in a previous column, the market has done dome strange things in the wee hours of the morning, especially between 5 am and 7 am, which ultimately affect how equities do in the New York market."
The Post columnist makes a salient point: he's not against the government rigging the market, but he says that the fact should be made public and not remain the exclusive knowledge of insiders.
Prophetically he previously wrote that "someone at the Fed or the Treasury ought to figure out how to rig the market and start doing it." and back in October of 1989, the Journal ran a piece quoting then-Fed Governor Robert Heller stating that it was the government's responsibility to rig the market in times of emergency.
Japan rigged its stock market for years, until the bubble burst recently and the economy of the country collapsed, the columnist points out. And if people know the market is rigged, they might want to invest even more. But, "Washington should be responsible enough to alert the investing public" about its maneuvering, says Crudele.
SWAPS WHAT?
"What exactly does Fisher give to these traders and dealers he talks to a 5...in the morning?" asks the Post columnist. "Swaps, which is the word the Journal reporter cam away with, implies a give-and-take. What is Fisher, the second highest person in the New York Fed's hierarchy, giving to traders?"
Crudele then asks the question The SPOTLIGHT has already answered, to wit: "Is Fisher giving away what Wall Street calls inside information?"
The columnist points out that with the Fed already having power over money, "It would be a big expansion of the Fed's powers to suddenly have authority over stocks."
Crudele wanted to talk with Fisher. He told the Fed he wanted to discuss the No. 2's interest in the stock market "and the swapping of information." No such luck.
The Fed wouldn't allow it. A Fed spokesman said something on the order of, "I think the spotlight on him right now is a little too bright."
Says Crudele: "You're damned right it is too bright - it almost caught him doing his trick with the market."*
Americans for Self Determination organized a conference exploring separatist alternatives recently. Leaders from organizations, representing the interests of blacks and whites, were engaged in an open dialogue discussing possible solutions to racial problems that are confronting this country. Speakers included:
Bill Lind, director for the Center for Cultural Conservatism of the Free Congress Foundation, who discussed the theory of devolution as being the fragmentation of central power into regionalism;
Jeff Anderson, organizer of the conference, and director of Americans for Self Determination, who discussed his book The ASD Plan;
Itima Katembo, who wants to convince blacks to break their dependence on whites in favor of separatism, with Anderson and Joseph Stumph;
Joseph Stumph, director of the Committee of 50 States, who says that, through the 10th Amendment, states can vote out the federal government and initiate their own agendas on racial determination; and
Dr. Michael Hart, who discussed his comprehensive plan for partitioning the country into racially-distinctive regions, but concurrently providing for an inter-racial region for those who wish to leave there.*
Nothing is private anymore, as a vast spying system, known as Echelon, can intercept everything from your most confidential financial transactions to communications between senators and congressmen to cables between foreign officials.
Accusations that the U.S. government spies on foreign governments, or even its own citizens, as well as foreign governments, is certainly nothing new. However, within the past decade, advances in what is called signals intelligence (SIGINT) technology in high-tech surveillance have radically changed the way the system works and its potential for abuse.
With the end of the Cold War, the world's intelligence agencies have taken a new direction, focusing surveillance on "unpopular" political groups and economic activity by directing their surveillance networks to intercept and form of communication anywhere around the world.
According to Patrick S. Poole, deputy director at the Center for Technology Policy in Washington, D.C. and an authority on advanced spy networks, one of today's most powerful global signals intelligence systems is Echelon.
Poole says that echelon is the primary system of surveillance utilized by an alliance of five nations in a still-secret agreement called UKUSA. The agreement brings together the intelligence agencies, under the direction of the National Security Agency, from the United States, Canada, the United Kingdom, Australia and New Zealand.
The UKUSA agreement was rooted in an alliance ratified on May 17, 1943, between the United States and the United Kingdom called the BRUSA COMINT (Communications Intelligence. However, it was not until the formation of the Commonwealth SIGINT Organization in 1946 that the remaining three countries, Australia, Canada and New Zealand, were brought together.
One year later, the UKUSA agreement was established, and set its all seeing eyes on Communism and, more specifically, the former U.S.S. R. And with the establishment of the National Security Agency (NSA) in 1952 under Harry Truman, this notorious U.S. agency took the lead in the alliance, which it has resolutely held on to ever since.
Other members reportedly joined shortly thereafter as third
parties including Germany, Japan, Norway, South Korea and Turkey.
However, according to John Pike, the director for cyberstrategy
projects at the Washington-based Federation of American Scientists,
they are only included through specific intelligence alliances
and do not have direct access to the system.
SPY LEAKS
Within the past decade, a number of disclosures by intelligence leaks have confirmed this incredible system, and brought the pandemic misuse of it into limited public view.
The London Observer, on June 18, 1992, received confidential information from six British spooks confirming the existence of a giant base on the UK that houses a significant number of NSA staff. The agents told the Observer, "We feel we can no longer remain silent regarding that which we regard to be gross malpractice and negligence with in the establishment in which we operate."
The spies spoke of Menwith Hill - the largest of the bases which is located in the UK. They disclosed how, among other things, the surveillance equipment is directly tapped into phone lines in Britain and is focused on satellites, listening to all the world's communications, 24 hours a day, 365 days a year.
In order to prove their claims, the agents then provided intercepted messages from the organizations Amnesty International and Christian Aid.
Later, an article published by Covert Action Quarterly (CAQ) in the winter of 1996 -97, by Nicky Hager, exposed New Zealand's intelligence agency, the Government Communications Security Bureau (GCSB), whereupon an inside source detailed a great deal of specific intelligence information on their involvement in Echelon.
Several U.S. newspapers also received tips and, in some cases, documentation from spies relating similar information.
In two separate instances in the United States, a senator and a congressman expressed their concern in major establishment newspapers when they learned of transcripts of their telephone conversations and intercepted diplomatic cables leaded by the NSA.
Former Maryland Rep. Michael D. Barnes (D) recounted to The Baltimore Sun how his conversations to Nicaraguan officials were recorded by NSA and then leaked to the press.
The Cleveland Plain Dealer reported that Sen. Strom Thurmond (R-S.C.) Was recorded by NSA officials at Mensith station in the UK in 1988. An agent told the Plain Dealer that she had real-time intercepts of conversations that the senator had with other government officials. A source in the NSA told one reporter that "We's listen to senators, representatives, government agencies, housewives talking to their lovers..."
Officials concede that there is very little a person can do to insure privacy and hide from the likes of spy networks, especially one so effective as Echelon.
ECHELON
Echelon is composed of a complex network of 'listening and reception" stations strategically placed around the world. These bases are responsible for intercepting civilian and commercial traffic, as well as communications from foreign governments.
In the United states, there are two facilities. One is located in Yakima, Wash., code named "cowboy,' which picks up transmissions from the Pacific Ocean in the Northern hemisphere, as well as from parts of the Far East. The other is located at the NSA facility in Sugar Grove, W.V., which intercepts communications from both North and South America. Other stations have been placed in such locations as New Zealand, Australia, Canada, Germany and Japan.
Besides being able to pull communications directly from tapped phone lines and radio transmission, the Echelon facilities focus their radar toward a group of satellites which literally suck electronic communications, telephone and radio transmissions out of the air. Many of the radar are enclosed in structures known as "radomes," which protect the satellite dishes form inclement weather and also keep civilians - specifically, nosy reporters and activists - from seeing where the radar are aimed.
Recently, with the missive proliferation of satellites, it has become easier for Echelon to tap into all sorts of global communications. According to the United States Space command, there are presently 2548 satellites orbiting the Earth. Government agencies, including the Department of Defense, and private contractors spend billions of dollars annually improving and replacing the existing systems.
The two primary "downlink" stations, intercepting communications via satellites, are located at the Menwith Hill facility in the UK and at Pine Gap, Australia. These stations are under the strict control of the NSA, with all employees reporting directly back to the United States.
According to Poole, the most important part of this surveillance system, however, is not the series of satellites that the radar home in on, even though the sheer number os satellites in the sky have certainly made spying easier for governments. The key component of this spy network is the extensive computer system known as Dictionaries.
These supercomputers have the ability to sort and flag messages based on certain criteria that have been entered into the system. The radical technology lies in the system's ability to "decrypt, filter examine and codify" huge amounts of information.
Pike told The SPOTLIGHT the computers even have a voice patterns from a data-base, so as to target certain individuals. This last element, however, could not be verified by Hager's New Zealand leak.
The Echelon dictionaries work 24 hours a day, seven days a week, looking for critical information to steal and deliver to agents. Messages are them sorted and given a four-digit code signifying the source or subject. Hager's insider gave examples of number coding, such as 3848 for political communications from Nigeria or 8182 for encryption information.
NSA-trained analysts are present at all facilities and go over the daily intercepts, red flagging the most important transmissions, forwarding them on to superiors at NSA in the United States.
There has been an outcry in Europe. European officials have been especially critical of their own intelligence agencies spying on "behalf of the United States."
Unlike American telecommunications companies have reacted quite differently to UKUSAs indiscriminate surveillance.
A french lawyer representing a group of French defense, aerospace and telecommunications companies remarked: "What is Great Britain, as a member of the European Union, doing participating in a program which, since the end of the cold War, had concentrated on spying on her European neighbors on behalf of the United States?"
In Italy, the head of the parliamentary committee for information and security services, has demanded an explanation of Menwith Hill's activities from the Prime Minister Romano Prodi.
Yet despite all of the growing criticism, the NSA and the Department of Defense (DoD) still will not admit the existence of Echelon, as illustrated by their unwillingness to even address the matter, hiding behind an impenetrable wall for the sake of "national security."
In a recent DoD briefing, the press questioned Capt. Mike Doubleday, a DoD spokesman, about a report in the European parliament concerning Echelon. He curtly responded: "I'm sorry I have absolutely nothing on that."
Press: "Thank you."*
President Bill Clinton spent a year on a phony dialogue on race. Why doesn't the mainstream media report on Clinton's expertise on racial affairs?
Yes, the story you've been hearing for years is true. Bill Clinton has a black bastard son and the secret can be hidden no longer.
The SPOTLIGHT has been holding back this story until it could be confirmed, and it has.
This is the reason why the liberal media have recently been touting the Thomas Jefferson-had-a-child-by-his-slave story more than usual. They want to "prove" that Clinton is - well - really only a modern-day version of Thomas Jefferson!
Of course, the Jefferson tale is a historical lie. Read the review of the book by Virginius Dabney, The Jefferson Scandals, which tells the real story. Contrary to virtually all press accounts, Thomas Jefferson did not father mulatto children.
Clinton's son is named Danny Williams and was conceived of a black prostitute, 21-year-old Bobbie Ann Williams, in 1983. Clinton paid Williams and two other whores $400 each for a sex orgy when Danny was conceived. He liked it so well that he paid each of them a bonus of $50. The orgy was held in his mother's house, about an hour from Little Rock out the John barrow Road. The three street walkers and the governor of Arkansas were driven in a state limousine, apparently by state trooper Buddy Young, who waited until it was over, then drove them back to town.
The story is confirmed by Lucille Bolton, sister of Williams and aunt of Danny. "There's no ifs, there's no supposes about it,' says Bolton. Moreover, "Danny wants to get this story out into the open," she says. Danny is now 14.
Both Danny and his mother, who, says Lucille, has kicker her drug habit, still live in Little Rock. Apparently to throw news reporters off the trail, a rumor recently surfaced that both were in Australia. However, says Bolton, that's not true.
The story first saw the light of day in a small paper in Georgia, The Truth At Last, on Sept. 15, 1992, when Danny was 8.
Clinton's degenerate lifestyle is well known to everyone around him. The Wanderer, a Catholic paper published in Wisconsin, says that Clinton forced Gennifer Flowers to abort his baby in 1978. She has the evidence but the liberal press does not want to print the story.
Larry Nichols, formerly a close aide to Clinton, charged that is boss carried on affairs with Negro women. One was Deborah Mathis, former writer for the Arkansas Gazette. Another was Lencola Sullivan, named "Miss Arkansas" in 1981. Clinton traveled to New York City at least three times to connect up with Sullivan.*

The Federal Centers for Disease Control (CDC) are downplaying incidences of food poisoning in the United States, particularly in the wake of reports of widespread contamination of produce which enters the country by the ton daily from Mexico.
Under the terms of the North American Free Trade Agreement (NAFTA), less than 3 percent of Mexican produce is inspected, although all of it is packaged with the markings of being approved by the U.S. Department of Agriculture (USDA).
In the wake of other reports indicating some 81 million cases of food poisoning last year, the CDC estimated, using data collected from only five states, that the nationwide total is more like 8 million cases, of which about 1,000 ended in death.
"Even if the latest numbers show fewer illnesses or deaths, it is still a significant problem and one that, in my judgment, cries out for congressional action," Sen. Sussan Collins (R-Maine) said.
Sen. Collins plans to introduce legislation next year that will, among other provisions, tighten controls over imported produce.

Interest, a critic of the CDC findings, said "the public
doesn't expect to die from food.
"Even 1,000 deaths would be too many if they are linked to
a problem that's preventable."
Shigella, most of which comes from produce contaminated with feces, was the third biggest cause of food poisoning in America in 1997. Much of the poisoning can be traced to food originating in Mexico.
As an example, 331 diners at a Mexican restaurant in the tiny town of Willits in California's Mendocino County were reported to have contracted shigellosis from salsa made from suspect Mexican produce.
Shigellosis causes diarrhea and high fever and can lead to seizures in infants.
Carol Whittingslow, nursing director of the Mendocino County Health Department, said she had not seen a shigellosis outbreak in 20 years until the incident in Willits.
While shopping in supermarkets across America, Consumers are for the most part unable to detect produce originating from Mexico or other foreign countries. Individual items of fruits or vegetables as displayed in the market bear no identification indicating origin.
The late Rep. Sonny Bono (R-Calif.) Was fighting for legislation to make it mandatory that each item of produce be marked with its country of origin when he was killed in a skiing accident.
While U.S. producers are required to meet stringent USDA requirements regarding cleanliness of production and handling, Mexican produce is often fertilized with human fecal material, as farm workers are allowed to relieve themselves at will in the fields they are working. Produce has been reported to be frequently washed before shipment with water contaminated by feces.
There have even been reports of open sewers emptying into fields of produce intended for export.*
Bilderberg and its auxiliaries are stunned at their latest setback on what appeared at their latest setback on what appeared to be an open road to world government: the collapse of the Multilateral Agreement on Investment (MAI).
The MAI was intended to add yet another economic layer to the international bureaucracy and protect the Rockefellers, Rothschild and other super capitalists from losses as they exploit planet Earth.
With new layers of international mechanisms, member nations would have surrendered further sovereignty to the MAI.
The end came in Paris on Dec. 4, where the Organization for Economic Cooperation and Development (OECD) was hosting the negotiations. "Negotiations on the MAI are no longer taking place," the organization said in a terse statement.
Negotiations had started three years ago on orders of internationalists. It was designed to protect trillions of dollars in international investments.
The proposed deal directed nations to treat foreign investors the same as domestic investors and pay for any property they seized.
But as details began leaking out, resistance to surrendering more sovereignty through the MAI gained strength. France had announced in October that it was quitting because the pact would require it to give up control of its own economy.
Australia dropped out in November for the same reason, and Canada expressed similar concerns.
"The international financial cabal thought they could bring France back, calling their withdrawal a 'nationalist fit' prompted by such 'right-wing extremists' as Jean Le Pen," said a State Department official who has tracked international deal-making and Bilderberg for years.
Le Pen is France's populist leader who is feared and hated by the French political establishment as the next leader of that country.
"They also blamed 'latent Gaullism,'" he said, referring to the late French leader and World war II general who withdrew from NATO at the height of the Cold War citing national sovereignty.
But when Australia dropped out, the deal began crumbling, he said.
"What really distressed Bilderberg and their flunkies is that negotiators cited 'increasing nationalism at home' as the reason they dare not proceed," the official said.
The Bilderberg Group is composed of the world's wealthiest and most powerful people who secretly meet every year. The SPOTLIGHT covers this meeting although all news about them is suppressed by other newspapers.
"Nationalism" is an expletive to forces pursuing a world government. But the official warned, they will try again, "wearing new clothes."
The official's prediction was confirmed immediately.
"There is a general recognition of the importance of some agreement," said Donald Johnston, secretary-general of the OECD. "I don't think you are going to see something emerge called 'MAI.' I do think it's in everyone's interest, including France's that there be some investment framework."
International business leaders also pledged to keep pushing for some investment agreement.*
There were problems galore as a new federal background check went into place.
The first day the FBI put its unconstitutional National Instant Check System (NICS) on line to determine the "eligibility" of individual citizens to purchase firearms, it "crashed," leaving gun dealers and gun buyers across the nation angry and disgusted.
Glitches in the "instant checking system" have caused tens of thousands of prospective gun purchasers unnecessary delay, as well as embarrassment and frustration.
Could it be, some critics of the system are asking, that someone is trying to discourage American citizens from purchasing firearms or encouraging harassed dealers to find a new line of work?
Before NICS went into operation, the FBI estimated the system could handle 10,000 checks per hour. Instead, it took the crash-prone system three days to perform approximately 73,000 "instant checks."
Since its start-up, according to the National Rifle Association (NRA), the time that the system is down when it repeatedly "crashes" appears to be increasing daily, The FBI claims to have "no idea" how many calls cannot get through to run the instant checks.
Making matters worse, the rejection rate, which includes "denied" and "delay" responses, is running at 35 percent, suggesting that more than one out of three U.S. citizens has a "questionable" or criminal background at first glance.
Meanwhile, criminals, of course, are continuing to avoid the system by buying what they need on the streets of America.
The rejection rate, FBI officials have admitted, may indicate a basic flaw in the system.
By comparison, a 1997 study indicated that states operating their own checking systems ran a rejection rate of about 2 percent.
Arizona, California, Colorado, Connecticut, Florida, Georgia, Hawaii, Illinois, Nevada, New Jersey Pennsylvania, South carolina, Tennessee, Utah, Vermont, Virginia, and the territory of the Virgin Islands run their own background checks.
The NRA, which is closely monitoring NICS, is asking citizens, as well as federally-licensed firearms dealers, who have been having trouble with the new federal system, to send details documented in writing of any problems they have experienced to the association.*

I ask you, can we afford a President that is so wrapped up in
his personal problems that he can not focus on the most serious

The problem in a nutshell: Computer programmers often used only two digits rather than the four to represent years, for example, 98 instead of 1998. As a result, many computer systems cannot distinguish between 2000 and 1900 and will malfunction without programming changes.
The Year 2000 Computer crash, sometimes called the Millennium Bug or Y2K, is the most looming economic crisis this country has ever faced. The recession of the 1970s pales in comparison. Dome contend the Y2K will be more catastrophic that either of the last two World Wars combined. Utility blackouts, rationing, food shortages, bank closings, and hyper-inflation could just be the beginning of the most trying time in Americas history.
MORE CLINTON SHENANIGANS. President Clinton has told us not to worry, saying "the government will not allow the YEAR 2000 problem to happen." Well, he also told us he never had an improper relationship with Monica! He was lying then. What makes you think he is not lying now?
The President is covering up the scope and depth of the looming Y2K crisis. In fact, even most members of Congress are hiding the severe extent to which the year 2000 computer problem could effect YOU and Your Family.
President Clinton was warned as far back as 1996, when Senator Patrick Moynihan wrote to him about the Year 2000 problem. He asked the President point blank -

Senator Moynihan went on to urge Mr. Clinton to give the YEAR 2000 problem the top priority in his Administration. But the President and Congress have been derelict in addressing the issue. The politicians in Washington are more concerned about embarrassing one another than fixing this dire problem. All the politicians care about are deal making grand standing, and looking to make political capital out of the fact that Bill Clinton cannot tell the truth.
POLITICS AS USUAL Washington is not going to take care of you and me over the next 18 months as the Y2K crisis builds to a crescendo. They are too far behind the curve. You and I must begin preparing to provide for our families. The next time a local politician, or a co-worker, or a neighbor tells you this is a bunch of hype..you had better think twice before believing them. The YEAR 2000 bug is NOT a scam.
Y2K IS FOR REAL The American Bankers Association reported last month that private industry alone will spend over $4 billion - that is a four with 9 zeros after it - tackling this problem. The heads of every major corporation in the world are scrambling to safeguard their companies from disaster.
Just think about it. Business community would not spend BILLIONS OF DOLLARS on a problem that is not FOR REAL. How would you like to be a CEO and have to explain to your stockholders, "we lost money this year and can't pay your dividends because we were trying to fix a computer problem that doesn't exist?"
You don't have to own a computer to be in trouble when the year 2000 approaches. Just in case anyone doubted the abominable character of the man, Clinton's aggression against Iraq to delay his impeachment proves it.
President Clinton, Secretary of War Cohen and the State Department's mini- skirted dignitary, Missy Halfbright, counted on the moldy bipartisan policy of support for any war America gets into - including the ones we start - to pull Clinton through. The "politics stop at the water's edge" - nonsense, so profitable for past war presidents (which includes almost all of them since the Civil War) has been generations ago - with GOP leaders now frankly banding Clinton's maneuver what it is - a shameless distraction meant to delay or stop his impeachment.
Even the establishment press is dubious. Because everyone - even Clinton's supporters - know what a liar he is, few can doubt the real motive for this draft-dodging COWARD to suddenly decide to stage another hit-and-run drive-by shooting against a country many times less powerful than ours.
With the exception of the has-been nation called "Great" Britain and, of course, Israel, every nation in the world that is not on our payroll - and even some who are - has registered various degrees of opposition to Clinton's unconstitutional, unlawful and barbaric attack.
This is written on Thursday, Dec. 17, the second day of the attack. We hope that Clinton's totally irresponsible act of aggression and war will have the effect tomorrow of persuading some reluctant Republicans and even Democrats to see the man as he really is.
Many of his diehard supporters have said that he may be guilty of abominable and perverse acts of sex in the Oval Office, hut just because he lied about this "private" affair., they have repeated, is no reason to remove him from office. He can separate his public acts from his private life, they say.
Of course, Clinton's unleashing overwhelming violence against Iraq just to serve his personal political interests should make it clear even to many of his supporters the major menace he is not only to the American people and American national interests, but also to the world.*
A vast "communications" complex in the UK, known as Station F83, is really an incredible surveillance facility occupied by NSA agents and the U.S. military.
MENWITH HILL, England - Two weeks ago, The SPOTLIGHT reported on the vast signals intelligence (SIGINT) surveillance system known as Echelon which has the technology to tap into every conceivable form of domestic and international communication.
One of the largest facilities in Echelon - and arguably one of the most public - is located on a British military base at Menwith Hill in England near the town of Harrogate, called Station F83.
According to Jon Pike, a director at the Federation of American Scientists, the cover story for the facility is that Menwith Hill is "a communications relay center." Interestingly enough, this base was awarded the National Security Agency's (NSA) "Station of the Year" prize in 1991 for its role in the Gulf War.
Critics of the base point out that the same countries involved in a secret alliance dating back to 1948 and privy to information provided by Menwith Hill, "were the same countries prepared to support American military action against Iraq."
The history of this facility is no doubt complicated, rooted in secret agreements and alliances between the United States and Britain.
The Menwith facility is owned by the British Ministry of Defense, but began with an alliance called UKUSA, banding together the intelligence agencies of the United States and England. An arrangement between the two governments dated Dec. 11,1951, stated that the United States could "remain in occupation until this agreement, unless otherwise excepted, is either terminated or modified."
As of 1956, the U.S. Army Security Agency controlled the facility, but the station did not actually become operational until 1959. Shortly thereafter, in 1966, the operation was turned over to NSA with the Army 713th MI Group handling the daily administration.
Much of the information that has been gathered on this facility has come from political activist in England, angry at U.S. military troops and NSA officials occupying British land and snooping on, among other, Europeans.
Until recently, since the land was "officially" British, British citizens could "jump the fence," break into the operations buildings and steal files facing mere trespassing charges. However, with the recent addition of razor wire on the fences and changes in the British courts, trespassers have seen much stiffer penalties. In one case, British officials recently jailed one activist, Tracy Hart, for breaking into the base more than 300 times.
The UK-based organization, Campaign for the Accountability of American Bases, headed by Anni and Lindis Indigo, is one such group that keeps a constant vigil over the ever-expanding base.
Through such activists as the Indigos, it is known that prior to 1974, the vase focused on intercepting communications between governments and ordinary commercial traffic, know as leased carrier traffic. This was done by linking into the telegraph and telephone ministries of eastern and western Europe. In 1974, with the completion of eight large satellite dishes, Menwith Hill began intercepting the first satellite communications.
The Indigos say the facility operates on more than 560 acres. There are currently two large operations buildings, antennae and a large number of radar dishes, most of which are enclosed in radomes, bubble-like structures covering the radar, protecting them from weather and obstructing their angle. There are a number of large generators on base also, which supply the buildings with an independent power source.
The main section of the base where all satellite intercepts are downloaded is referred to as "The Runway." This part of the facility consists of a score of radomes, running east to west across the south edge, linking up with advanced satellites intercepting communications. This may have been updated recently by another system known as "Rutely," which compliments the Runway.
Josef Tarkowski, former head of counter-espionage for the German government, told The Sunday Times that there are over 1,400 American staff based at Menwith, "including engineers, physicists, mathematicians, linguists and computer scientists, plus 370 staff from Britain's Ministry of Defense. In total, the seemingly quiet Station F83 has a staff as large as M15, Britain's domestic secret service."
The base is reportedly broken down into systems, each one performing a vital intelligence function.
The Silkworth system, according to Pike, began intercepting satellite transmissions in 1979, targeting microwave radio communications all over Europe and parts of Asia. Using this system, "Operators in Menwith Hill can monitor messages and conversations passing between companies and individuals within, say Jordan or Ukraine. Other international messages and conversations being conveyed by the same route can also be intercepted." It was constructed by the Lockheed Corp.
The Moonpenny system consists of radar dishes and antennae that intercept all other signals broadcast to Earth by communication satellites. Pike says "these may include satellites launched by single nations, such as Russia or Israel, or by groups of nations, such as ARABSAT [a group of Middle Eastern countries involved in satellite technology], or by the international community as a whole."
The United states and Britain have been dumping huge amounts of money, developing the site and improving upon existing technologies.
Pike states that in 1984, the British and U.S. government spent more than $160 million in a project codenamed Steeplebush upgrading the existing satellite surveillance system with an expansion of their operations building, new power generators and special monitoring equipment.
In the early '90s, in a project codenamed Steeplebush II, "a subterranean, radiation-hardened facility, had also been installed to process information from the Runway satellites..." This system is believed to be involved in downloading information from the newer and more technologically-advanced geosynchronous SIGINT satellites known as Vortex. Or Magnum."
According to Tarkowski, there is now a third phase in construction, enlarging the base and increasing the number of satellite dishes. The Indigos say that as of Oct. 17, 1998, new infra-red radomes are being constructed, suggesting more satellite dishes are on their way.*
The gasoline additive MTBE short for methyl tertiary butyl
ether, has become a critical issue that has received sparse media
attention. Now it is time everyone be told what Californians are
learning from one of their state senators and about the quiet
controversy in the East as well.
Last summer the California Air Resources Board, which is one of the busiest most lobbied and environmentally buffeted groups of bureaucrats in the world, announced that it was eliminating the winter use of MTBE for most of the state. When the air is colder, MTBE pollution worsens, though it also pollutes in warm weather as well.
On Oct. 3, the Environmental Protection Agency (EPA) approved the decision over objections by the Oxygenated Fuels Association (OFA), an oil industry puppet.
The OFA claims the deadly pollution problem is a "container problem, not a chemical compound problem. Gasoline needs to be stored in more secure underground tanks." More secure storage cannot solve this health and environmental disaster that is mushrooming with nary a congressional hearing.
The crisis is already at hand. It should have been resolved years ago.
On May 18, 1998, state Sen. Dick Mountjoy (Calif-29), listed the 28 lakes and reservoirs already containing measurable amounts of MTBE, including such famous waterways as Lake Shasta and Lake Tahoe. Mountjoy concluded by pointing out that MTBE damages elastomers in the fuel systems of cars, creating a potential for leaks and fires.
The senator sponsored legislation last spring to begin seriously dealing with the problem, but the powerful oil industry lobby managed to have SB 1926 killed in the Senate Environmental Quality Committee.
What can the California legislature be thinking? One small community has already been nearly demolished by an MTBE leak from a gasoline storage tank.
Joseph D. Gonzalez, an attorney representing the residents of the tiny hamlet of Glenville in the foothills near Bakersfield, Calif., where half the wells were contaminated by MTBE leaking from a gasoline storage tank, summed it up:
"Ten years from now, what are we going to look at in the state when all our ground water's gone and contaminated? As we keep destroying our water, our children will be in deep, deep trouble," he said.
Glenville's tiny community of 200 had MTBE enter the storage tanks of the local gas station sometime after 1990 when oil companies began using it. The "mom & pop" station purchased various brands of gasoline, so the origin of the contamination is virtually impossible to determine. MTBE leaked into the ground water and people began drinking and bathing in contaminated water.
"Glenville is now a ghost town," Gonzalez said. The only coffee shop closed down and property values plummeted. The deteriorated health of the majority of the residents poses a clinician's nightmare and these people are now suing six major oil companies.
According to OFA spokesman Eric Bolton, they should have had a more secure storage tank. He added: "The danger in sacrificing MTBE and thinking you've solved water contamination is this: I guarantee you will see air quality problems creep back into the daily weather forecast in California."
That air-quality assertion, you will now see, is being challenged on the East Coast, even though the major media chooses to see no evil, hear no evil or speak no evil regarding this vital issue.

SPIN TO WIN
Following Foseph's work, the oil industry spin doctors went to work. In Trenton, New Jersey, The Trentonian, an op-ed letter debunking MTBE critics, appeared on Sept. 19,1996.
On Nov. 6, a rebuttal from the "Oxybusters" appeared.
Oxybusters is a citizen's group formed to oppose MTBE and the oil industry- backed OFA. Typical of our era of "newsspeak," the wonderful life-giving element oxygen really has nothing to do with the issue.
The headline above Joseph's Oxybusters rebuttal letter read: "Pro MTBE letter full of lies." Key parts of this response were:
...all anecdotal reports from New Jersey, as well as New York city, Connecticut and Philadelphia indicate huge increase in asthma and other diseases since the new fuels were introduced. My own research in Philadelphia show that at least six diseases have become greatly exacerbated: Specifically, asthma up 44 percent, nasal allergy up 48 percent, conjunctivitis up 67 percent, ear infection up 40 percent, sinusitis up 70 percent, and worst of all, trouble breathing up a whopping 100 percent! One school in suburban Philadelphia saw the number of Asthmatic students double exactly one year after the MTBE program began in 1992. I repeat, there are absolutely no scientific or medical studies to refute these results...
There was more, but his makes the point. The oil industry is being accused of fudging the data and ferociously lobbying the politicians to keep this cash cow alive, no matter what damage to human health.
For example, the OFA argues that MTBE has cut the airborne levels of benzene, a cancer-causing compound, by 50 percent, but research shows that MTBE causes cancer in animals and likely does do in humans as well.
The question is obvious. How can the oil industry get away with this? If even part of what has been pointed out about the potential pollution of MTBE is verified over the stonewalling of agenda-driven science, this appears to be a far larger situation than the cigarette industry mess. Why is the major media so silent? Where are all the television magazine shows?
Incidentally, you inadvertently contributed to this pollution. Yes, your tax dollars - likely in the hundreds of millions - were used to research, develop and test this supposed "cleaner burning" additive.
It's time we all put our two cents worth into the mix. Everyone should call, fax or write their representatives and senators to demand public hearings on this issue so the politicians can hear the facts and get the guts to do what is right despite the powerful oil lobby.
